

The Building Commission
The Building Commission Victoria is one of Morpheum's largest Victorian customers. The Building Commission is a self-funding statutory authority established in 1994 to play a key role in the reform of building control in Victoria, which was initiated with the Building Act 1993.
While the Building Commission had an existing static website, they sought a strategic web partner that could support the implementation of an application based environment that would empower them to distribute web content management throughout the organisation and provide capability for the development of web based industry products and integration to existing data systems in order to deliver value-add content to their clients.

Their Requirements
The Building Commission was aware that the current information structure, visual design and functionality of their website had fallen behind the times, and sought to redevelop their online information and service facility in line with their corporate re-brand activities and latest industry best practice in CMS, accessibility and usability.
They had undertaken recent client consultation that resulted in 'An Informed Consumer Strategy'. This strategy defined a shift in the BC's traditional service delivery model and focused on the education of buyers of building services. The strategy recognised the critical relationship their corporate internet as a primary mechanism for promoting and achieving the new strategy objectives.
The specified objectives of their brief was to:
- Identify the strengths, weaknesses, opportunities and challenges of the current BC internet site;
- Propose a new Internet information architecture, based on identification of Target audience groups, available content and Information gaps;
- Develop a new interface and graphic design supporting their new corporate brand; and
- Development and implement a solution based on a distributed content management capability.
Our Solutions
Morpheum implemented a solution based on our award winning content management application suite 'Lantern'.
The project implementation provided end-to-end consultation, design and development services that resulted in the successful migration of their existing content and the creation of new information and service functionality for a site launch in July 2003.
Due to the urgency and restricted timeframe for the implementation, Morpheum proposed a project methodology that leverage existing knowledge and capability and provided for sequential process and strict project management,
